The councilor, Yilenia Vega: “Accessing subsidies with this formula means granting them in a more transparent and democratic way, leaving behind granting them at political discretion”

The Department of Celebrations and Events of the San Bartolomé de Tirajana City Council has opened the deadline for the municipality's Festival Commissions to access the subsidies intended to cover part of the expenses of the organization and celebration of all the celebrations held in the municipality of San Bartolomé de Tirajana. The subsidies regulated by this call will be granted against the credit of 180.000 euros from the budget application assigned to the Celebrations and Events department, within the City Council's Strategic Subsidies Plan modality. The registration period will be until

The Councilor for Celebrations and Events, Yilenia Vega, highlights that the importance of launching the subsidies through competitive competition lies in the fact that they will no longer be granted “at political discretion.” The objective, explains Vega, "is for the commissions to request them through this formula so that they are granted in a more transparent and democratic way, leaving behind granting subsidies 'by hand' as has been done until now."

The call and the requirements to access these subsidies are published on the Notice Board of the municipal website. www.maspalomas.com, and they establish that the maximum amount to be granted to each entity may not exceed 100% of the budget of the project presented, defining the general limit as €45.000,00, or, where applicable, the limit of the available budget. The Festival Commissions of those neighborhoods of the municipality that are legally constituted, registered in the Census of Festival Commissions of the City Council and considered responsible for their organization may be beneficiaries of these subsidies, not being compatible those activities that have another subsidy granted by another area of the San Bartolomé de Tirajana City Council. The call indicates that eligible expenses will be those derived from the acquisition of fireworks, decorative materials, civil liability insurance, as well as musical performances, children's, recreational, sports and theatrical activities.

The amount of the subsidies will be assigned based on the applications submitted and based on compliance with the established criteria. In this way, the granting of subsidies will be processed on a competitive basis by comparing the applications submitted, in order to establish a relationship between them, in accordance with the established evaluation criteria. Thus, the degree of neighborhood participation will be assessed first, taking into account the characteristics of the neighborhood, the infrastructure and the population; the overall budget of expenses and income that the festival commission has; the quality of the program of activities to be carried out for the celebration of the holidays; and programs that include samples of various forms of traditional culture: Folklore, native sports, crafts, gastronomy

Regarding the submission period, each applicant may submit a single application referring to a single project, in this call and therefore may only receive one aid. The requests must be signed by the presidents or legal representatives of the Festival Commission, and must be submitted to the General Registry of this City Council, addressing them to the Festival Department within 20 calendar days from the publication of the call in the Official Gazette. of the Province through the National Subsidies Database and on the Notice Board of the Corporation's Website.

The maximum period to resolve and notify the resolution of the procedure will be six months; and the Festival Commissions awarded the subsidy will have a deadline for submitting the supporting documentation for the activities carried out, 30 days from the date on which the activity or program of activities was carried out. If it is not duly justified, the subsidy awarded will be reduced by the percentage of the supporting documents not presented or not accepted, provided that the competent area due to the matter considers that it has not achieved the purpose for which the subsidy was granted.
